Subsidy Scheme for the Provision of Toilet Facilities, Drinking Water, Electricity and Hot Water to Farm Worker Housing

Project Description 

Provide subsidies to farms and rural schools for the provision of water and sanitation in order to promote the health status of beneficiary communities. 

 Aims of the project

  • Improved basic subsistence facilities in rural areas.
  • To serve as an incentive for farm owners to provide and upgrade basic subsistence facilities on farms.
  • A safer and more hygienic living environment for rural communities.

  • Basic water supply service by 2008 &
  • Basic sanitation services by 2010 to all SA citizens

Subsidy Policy


The following policy was approved by council on 30 September 2002:
  • That there should be a call for applications to participate in the scheme by advertising the scheme in the press.
  • The Mayor, Deputy Mayor and Municipal Manager be authorised approve applications.
  • A maximum benefit of R 25 000 per farm not be exceeded.
  • A completion period of six months after the date of approval of an application is maintained.
  • Funds are paid out upon completion of the work.
  • The following amounts are used as basis for the allocation of funds for the provision and upgrading of infrastructure services to farm workers housing, up to a maximum of R 5 000 per house.
    • Running water over kitchen sink R 1 000
    • Additional bathroom with flush toilet to house R 4 000
    • Installation of flush toilet only R 1600
    • Provision of a VIP type of toilet facility R 1000
    • Provision of electricity in the home R 1000
    • Provision of hot water in the home R 1000
  • An agreement to be signed with the owner regarding the maintenance and use of facilities.
  • The subsidy scheme be linked to a health and hygiene awareness and education programme

The Cape Winelands District Municipality funds the project in its totality.

2004 & 2005 Financial Year
  • Budget available for subsidies - R 3 Million
  • No. of applications received - 216
  • No. of applications approved - 161
  • 55 applicants could not be helped due to insufficient funds.

2005 & 2006 Financial Year
  • Budget available for subsidies - R 3.5 Million
  • No. of applications received - 278
  • No. of applications approved - 195
  • 83 applicants could not be helped due to insufficient funds.

2006 & 2007 Financial Year
  • Budget available for subsidies R 2 Millio
