Overview

The creation of opportunities to access affordable housing is identified as one of the key priorities in the IDP of the Cape Winelands District Municipality. In lieu hereof the Cape Winelands District Municipality is still actively involved in creating housing opportunities in the rural areas of the municipality. It sees its future role as being coordinative and facilitative in nature.

Activities

The function of provision of housing within the municipality is administered as follows and includes:

• The acquisition of land (private & public)
• Securing of finance
• Identifying beneficiaries and stakeholders
• Compilation of beneficiary lists
• Procurement of services of professional consultants
• Coordination of consultant activities
• Compliance with statutory requirements (EIA's, Rezoning, Land Use Ordinance etc.)
• Subsidy administration
• Project applications & planning
• Ensuring compliance with housing policy and requirements
• Consumer education
• Liaison and consultation with housing forums/association and committees
• Handling general housing and related enquiries

The municipality has a mandate to:

• Deliver bulk and connector services
• Effect social & economic development (well being of its inhabitants)
• Provide service infrastructure, land use & spatial planning

The strategic objectives of this function are to:

• Provide housing in the rural areas of the CWDM and in so doing providing security of tenure.
• Develop a housing plan and strategy for the Cape Winelands District Municipality.
