Performance management is a strategic approach to management that equips leaders, managers, workers and stakeholders at different levels with a set of tools and techniques to regularly plan, monitor and measure the performance of the organisation. Performance is measured in terms of indicators and targets for efficiency, effectiveness and impact.
Performance Management System
A Performance Management System (PMS) is a framework that describes and represents how the municipality’s processes of performance planning, monitoring, measurement review, reporting and improvement will be conducted and managed. The PMS also forms the basis of aligning the IDP with the operational business plans of the various departments through the prioritisation and monitoring of key performance areas (KPAs) and key performance indicators (KPIs). The IDP Review process in fact fulfils the “planning” stage of performance management as it identifies the key development targets and informs the subsequent KPIs set by the municipality. The performance management system evaluates the achievement of the Key Performance indicators and thus the implementation of the IDP.
The CWDM finalised and adopted a PMS Framework in October 2003. The CWDM’s performance indicators for 2004/05 have also been published to enable Council and the public to monitor IDP implementation and service delivery.
The CWDM has developed a comprehensive and sophisticated PMS, to manage and guide the oversight of its service delivery and development mandates.
This includes a Corporate Performance System that which provides “real time” information to the executive councillors and management. The system provides user-friendly dashboard reports with extensive query and search functions.
