CALL FOR PROPOSALS
The CWDM is committed to supporting and growing local economic and community development and the dignity of our citizens. This is done through a variety of projects funded via the Municipal Grants-in-Aid Policy. The act makes very clear provisions for funding, however, to access funding, interested parties are required to submit their proposals for evaluation.
Integrated development planning is a process through which municipalities prepare a strategic development plan for a five-year period. The Integrated Development Plan (IDP) a product of the aforementioned process. The IDP is a strategic planning instrument that guides and informs all planning, budgeting, management and decision making in a municipality.
The Call for Proposal is the method in which community organisations apply for funding to deliver the services as requested by our citizens at Public Participation forums.
The process of funding starts with a Public Participation process. During these interactions, parties have an opportunity to express the needs of their community, these needs are then aligned to the SDBIP – Service Delivery and Budget Implementation Plan, which guides us and ensures that we are funding programmes which speaks to the needs as expressed.
‘This year, due to the COVID-19 Pandemic, the CWDM is unable to host large groups of Public Participation meetings. We are doing things a little differently, and hope that our partners will join us in our Public Participation process.’ States the Executive Mayor, Ald (Dr) Elna von Schlicht
The Mayor together with Natalie Fortuin firstname.lastname@example.org, IDP Coordinator, will host several radio shows on local radio stations during which they will outline the processes that need to be followed by those organisations or projects seeking funding.
Natalie Fortuin explains, “We normally host our public participation meetings in large groups, which gives us the opportunity to answer queries immediately. This year we will be accepting questions and queries via e-mail and telephone; we will also be doing radio shows in which we answer the most common queries. It is vital that parties take note of two important factors. One, there are deadlines for proposals to be submitted and you need to make sure that your proposal, with all relevant attachments is submitted on or before these deadlines; and two, should you qualify for funding, the funding will only become available as from July 2022.”
The CWDM supports projects in the following categories:
- LOCAL ECONOMIC DEVELOPMENT: Small Farmer Support Programme and the Entrepreneurial Seed fund Programme
- TOURISM DEVELOPMENT: Tourism Events and Festivals
- RURAL DEVELOPMENT: Sports and Cultural Programmes
- SOCIAL DEVELOPMENT: Community Support Programmes
- MUNICIPAL HEALTH SERVICES: Subsidies for Water and Sanitation for rural farmworkers housing
- TECHNICAL SERVICES: Subsidies for the Installation of Solar warm water units for farmworker housing;
Upgrading of rural school’s water and sanitation facilities; and, Upgrading of Rural Sport Facilities at Rural Schools.
