<p class="ms-rteElement-P"><img class="ms-rtePosition-1" src="/SiteAssets/SitePages/Mayoral%20Report/mayor_profile.png" alt="mayor_profile.png" style="margin:5px;width:159px;height:239px" /><span><strong>Alderman De Bruyn was elected as the Executive Mayor of the Cape Winelands District  Municipality  during May 2011.</strong><span style="display:inline-block"></span></span></p>
<p class="ms-rteElement-P"><span><span style="display:inline-block"></span></span>Neels (C.A.) de Bruyn was born in  Springs in the East Rand in 1945.  Neels, as he is known , holds a BA Degree from the University of Pretoria (Extramural) and diplomas (ITC—Institute of Town Clerks; Assessment  Mentorship and Moderator [skills training and NAS Q framework]). He married  his sweetheart and  life long soulmate Teresa. They have two sons,  Corné and Alwyn. </p>

<p>He has served on many Boards and  Institutes and has a passion for welfare and the  plight of the  poor .  He is very people orientated person.
He has excelled in many projects to improve service delivery and a better future for all. After many  years as the  Town Clerk of Delmas and Randfontein, he has accepted the appointment as the first  Chairman  of  a Regional Services  Council  in the RSA namely the West Rand Regional  Services  Council.He also served as Administrator  of Kagiso fulfilling  all the functions of a Municipal Council for 3 years.  In 1993 he was once again Town Clerk (Worcester Municipality).</p>
<p>In 2000 he became an elected Ward Councilor for  the Breede Valley Municipality.  In 2005 he was directly  elected  as Councilor of the Cape Winelands District Municipality.  He served as the leader of the opposition in the Cape WInelands District Municipality  and was  appointed as a member of SALGA (Provincial Executive). <br /><br /><br />ALDERMAN  C.A (NEELS) DE BRUYN<br />EXECUTIVE MAYOR  </p>
